Well I have to hold my hands up, and say I'm a smoker, but I dont throw mine away all over the place, only in designated recepticles, and if I cant find one I hold on to it untill I do. There again as it seems from this study that it could be benificial to Birds in preventing infestations perhaps there could be places where the filters are placed so that Birds could use them if they wanted to.

That is an interesting article and does seem to be providing the birds with insulation and mite free nests but I do hope it doesn't encourage people to chuck their butts on the floor. Lets hope they are all as responsible as WS.
