Debate - Human Encroachment

I have been thinking about this issue lately, with recent news items.
When is Human Encroachment in the likes of Africa acceptable. I can easily say it is not, but then I put myself in peoples shoes and think how difficult it must be. Who is responsible to ensure not only the natural habitat, but also ensure people have homes and a way of sustaining themselves with out providing nature predators a free meal? Is anyone?
What are your thoughts?
